A new NBER working paper surveyed thousands of executives across the US, UK, Germany, and Australia about how AI is actually changing their firms. More than 90 percent report no effect from AI on employment over the past three years. 89 percent report no impact on labor productivity. Average weekly AI use per executive comes out to 1.5 hours, despite two thirds of them saying they use the technology regularly. The gap between adoption and impact is the real story here, not the adoption number alone. This lands in the same month AI linked layoffs crossed 200,000 US workers for the year, already matching all of 2025. More than half of every 2026 layoff event now cites AI or automation as a factor, up from under 8 percent a year ago. Two numbers that should move in the same direction are moving apart, and almost nobody is asking why. Most coverage treats this gap as proof AI is overhyped. The more useful read is narrower. Companies are cutting headcount ahead of measurable gains, not after them. The same executives who report zero current impact expect AI to lift productivity 1.4 percent and cut employment 0.7 percent over the next three years. They are acting on the forecast, not the result, and betting the layoffs land before the productivity does. That is a working capital bet, not a technology verdict. For founders selling AI productivity or workforce tools, this is the actual buying environment right now. Budget holders have already spent against the promise and have little to show finance. The pitch that wins is not another agent demo. It is a measurable before and after, hours saved, tickets closed, revenue per employee, the kind of number a CFO can defend in a board deck without hedging.
