**Clover Editorial **September 18, 2026•4 min read # **clover. THE WORK REPORT 14 September 2026 · Issue #9****THIS WEEK'S TAKE**# **Everyone Claims Production. No One Proves It.** Two widely cited 2026 reports disagree on whether AI agents work by a margin no market should tolerate. Two numbers landed side by side this month that should not both be true. One widely cited report puts 57 percent of enterprises running AI agents in production today. IDC, in a separate study, finds that 88 percent of AI pilots never reach production at all. Same market, same year, opposite pictures. This is not a new pattern. Every wave of this AI cycle has produced a matching wave of adoption numbers, many commissioned by vendors selling the thing being measured. Last year it was generative AI returns: one survey promised transformative gains, another found that 95 percent of deployments returned nothing. That same split has now moved one layer up, to agents. The obvious read is that one report is wrong. The more useful read is that nobody has agreed on what production actually means. A team running an agent daily inside a single workflow gets counted as a production success in a vendor survey. The same team, judged against a defined business outcome, is still a pilot to IDC. The confusion is not really about whether agents work. It is about who gets to decide when they have. For founders building agents, in Cominty's enterprise workflows, in Synaps' catalog agents, in Pergamon's recruiting stack, this is the actual opening. The wedge is no longer an agent that performs well in a demo. It is agreeing with a customer, in advance, on what production means for their business and then proving the number moved. Buyers have been burned by vague claims for two years now. Whoever hands them a hard, shared definition of success wins the next round of budget, not whoever ships the flashiest capability first. The agent market will keep publishing contradictory numbers until someone forces a shared definition of done. Until then, treat every adoption statistic as a marketing claim wearing a lab coat. It is one of 30 AI related bills California cleared this session, and Governor Newsom has until September 30 to sign or veto.**CLOVER TAKE**_California keeps writing the rulebook before Washington shows up. Founders building workplace monitoring or wellbeing tools should treat this bill as the compliance floor for the whole US market, not a California quirk._ HR Dive · hrdive.com/news/california-ban-on-workplace-ai-emotion-surveillance-heads-to-newsom**HIRING**### Workers Still Want Humans In Hiring A national survey of 3,746 workers scored the ideal hiring experience at 71 out of 100, where 100 means fully human. Staffmark found that 60 percent of workers fall into two personas that expect a real recruiter guiding the process from first call to offer, even when AI handles the logistics.**CLOVER TAKE**_This is a clear signal for recruiting startups chasing full automation. The winning product keeps a human in the loop at the moments candidates actually remember, and automates everything else._ Staffmark Group · staffmark.com/heart-of-work-survey**SKILLS**### Skills Based Hiring Claims Outpace Practice NACE reports 70 percent of employers now use skills based hiring for entry level roles, up from 65 percent last year. But 53 percent admit they have only dropped degree requirements from some job postings, not all, and fewer than 40 percent of graduating seniors even recognize the term.**CLOVER TAKE**_The gap between claimed practice and actual postings is where edtech and credentialing startups should be selling. Employers want proof of skill, they just have not rebuilt their own hiring systems to ask for it yet._ NACE · naceweb.org/about-us/press/2026/skills-based-hiring-grows-but-college-students-dont-fully-understand-it**JOBS DATA**### AI Added 1.3 Million Jobs Despite Slowdown LinkedIn data cited by the World Economic Forum shows AI related roles, including AI engineers and data center jobs, have added 1.3 million positions over two years. Global hiring is still running nearly 20 percent below pre pandemic levels, so the gains are a rotation within a shrinking market, not proof of a boom.**CLOVER TAKE**_Read this next to the agent adoption numbers above. Job creation from AI is real but narrow, concentrated in a handful of technical roles, exactly the kind of gap upskilling platforms should be built around._ World Economic Forum · weforum.org/stories/2026/01/ai-has-already-added-1-3-million-new-jobs-according-to-linkedin-data ## **Related news **[**View all **](https://hub.cloverfund.vc/news) [![Your Career Is Now a Product](https://dqdgsfnztmzawifwazpq.supabase.co/storage/v1/object/public/news-images/1776849782415-svxjtt.png) April 2, 2026
**Your Career Is Now a Product**
Careers are no longer linear paths.
